2.1 Work, Health & Safety Commitment

Our goal is to ensure that no person suffers harm as a result of working at or visiting any of our worksites, and that our environmental footprint is minimised.

Milbrae is committed to providing a safe, injury free and supportive working environment for all people employed at or visiting our operational sites. We believe that all injuries, accidents, occupational illnesses and pollution incidents are preventable and can be eliminated from our workplace. To achieve this Milbrae will:

Our Commitments
Require our supervisors to be proactive in the workplace and support positive WHS behaviour.
Ensure compliance and not condone any breaches of the Safety Management Plan or Safe Work Procedures.
Ensure that hazards are identified, assessed and managed through the adoption of a Risk Management approach.
Consult with stakeholders on WHS matters in an open, honest and timely manner.
Ensure that the resources necessary to maintain the Company’s HSEC Management Strategy are provided.
Ensure that equipment is adequately maintained and that operators are trained in its use.
Ensure that all injuries and incidents are investigated and that controls are implemented to prevent recurrence.
Promote continuous improvement in WHSE performance with a view to eliminating injuries, occupational illnesses and pollution incidents.

Employees and contractors have a fundamental responsibility to work safely, and in an environmentally conscious manner. Milbrae expects them to:

Employee Exepectations
Attend work with the physical and mental capacity to perform the tasks required of them.
Not undertake any task if it appears unsafe to do so.
Follow all safety rules and requirements and any reasonable direction of a supervisor.
Wear all PPE as required and report all injuries, accidents and incidents as soon as it is safe to do so.

2.2 Communication

Communication underpins Milbrae’s HSEC Management Strategy. By maintaining open and honest two-way communication pathways we aim to build a safety culture that forms the foundation for all that we do.

  • Consultation Policy
    The consultation program aims to ensure that all parties in the business are actively involved in achieving WHS goals.

  • Toolbox Talks
    Milbrae require site managers to conduct toolbox talks weekly and as required. Discussion should include safety issues, environmental issues, operational requirements, site specific information and Company initiatives. Weekly Information Sheets will be distributed for inclusion in toolbox talks.


2.3 Hazard Identification & Risk Management

Milbrae will work to identify, assess and review all workplace hazards and associated controls to ensure the safety and well being of employees. Milbrae will achieve this through the use of hazard report forms, site assessment and auditing in conjunction with toolbox talks and on site discussions.

RISK MATRIX

The Milbrae Risk Matrix identifies the likelihood of risk, the consequence ranking and scores the risk of an event. The Milbrae Risk Matrix is set out below.


2.4 Incident Management

All incidents occurring on operational sites are reported, reviewed and managed according to assessed consequences as described in the Risk Matrix.

WHSE Alerts

All incidents that occur at a Milbrae site are investigated and WHSE Alerts are prepared as a result of the investigations and distributed throughout the business. The purpose of a WHSE Alert is to capture the insight gained from an incident and share it with all employees to help prevent re-occurrence and build better WHSE practices. The WHSE Alert is distributed through the toolbox process and posted on notice boards throughout the business. For further information contact the WHSE Coordinator.


2.5 Site Management Plans

Each operational site maintains a Site Management Plan that complements this document, HSEC Management Plan. The Site Management Plan includes all information that is specific to an operational site including: emergency preparedness and response documentation, site maps, traffic plans and pollution incident response plans.

2.8 Explosives Management

The Milbrae Drill and Blast Management Plan describes the operation, management, risks, controls and registers associated with the safe use and transport of explosives and related equipment.


2.9 Transport Management

Milbrae operates an extensive transport fleet that includes truck and dogs, B-doubles, quad axle floats and road trains. The Transport Management describes the operations, risks, controls and registers related to transport.

The Company’s transport compliance management manual is not currently available in electronic form. For further information please contact the WHS Coordinator on (02) 6953 4401.


2.10 Contractor Management

Milbrae engages a range of contractors to complete work on site or as part of our business operations. To achieve the best outcomes from these partnerships the Company aims to provide a systematic approach to the engagement and management of contractors. Key principles of the program include:

  • Engaging contractors that support the Company’s HSEC and operational objectives.

  • Ensuring that all personnel working on Company sites are ‘fit for work’ and skilled in relevant work related areas.

  • Ensuring task related risks are managed in accordance with Company policy.


2.11 Hazardous Substance Management

Milbrae maintains a register of all hazardous and dangerous substances. Hazardous substance registers are audited monthly.
