Purpose

To specify the methods Milbrae will use to assess and control the hazards associated with exposure to hazardous substances in the workplace.


Scope

All Milbrae Business Group sites.


Goals

To ensure all handling, usage and storage of hazardous and dangerous substances is done in compliance with regulatory requirements.


An electronic register will be kept detailing the following information for all substances present on Milbrae sites:

  • Chemical Name

  • Location/s

  • Link to safety data sheet (SDS) for the chemical

Maintenance of Register

Yearly surveys of all Milbrae sites will be conducted, the Hazardous Substances Register will be updated to reflect any changes.


All new substances brought onto Milbrae shall be added to the register, following assessment of the risk posed by the substance.

Introduction of New Substances


All hazardous substances must be stored in the manner specified by the product SDS, Australian Standards or relevant Code of Practice, including bunding and containment.

Storage of Hazardous Substances


All hazardous substance and dangerous good labelling and signage must conform to the following:

  • AS1216-2006 Class Labels for Dangerous Goods

  • Code of Practice – Labelling of Workplace Hazardous Chemicals

  • NOHSC:3009 1990 Guidance Note for the Storage and Handling of Dangerous Goods.

Signage and Labelling


Spillage Control 

Fit for purpose spill containment and collection equipment is kept on all Milbrae sites.

Where additional risk is identified arising out of the spillage of hazardous or dangerous goods, emergency plans will be contained in the Emergency Control Plan.

All spillages must be reported to the WHSE Coordinator immediately as an incident.


Procedures

Where tasks involve the use of hazardous substances, the procedure will list the controls to manage the hazards arising out of the use of the hazardous substance. Controls are to be selected as highly as possible from the hierarchy of control.


Personal Protective Equipment

Where hazards cannot be controlled by control measures higher in the hierarchy of control, Personal Protective Equipment shall be supplied and used on site, the SDS for each substance will be used to determine appropriate PPE.

PPE will be issued as per MBG.007.2.4 Personal Protective Equipment Procedure.

Transfer of Substance into Containers

Whenever a substance is transferred from one container to another (decanting), the new container must be labelled correctly to ensure that the substance contained within is clearly identifiable, any previous labelling must be removed or made illegible.

Under no circumstance must a container which has been used to hold food or beverage be used to decant a chemical.


Unlabelled Containers

If an unmarked container holding a chemical substance is found, the container is to be removed from the chemical storage and an attempt is to me made to identify the substance.

If the substance is unable to be identified, the container is to be disposed of as per local regulations.


Disposal of Substances

Substances will be disposed of as per the manufactures recommendations in the SDS.

Executive Team Ensure an effective Hazardous Substance Procedure is in place
Ensure adequate resources are allocated to control hazards associated with hazardous substances
Managers Ensure compliance with this procedure
Ensure supervisors are aware of the requirements of this procedure.
WHS Coordinator Support Managers, team leaders and supervisors in the identification, selection, use and maintenance of PPE
Audit the compliance and application of this procedure
Maintain the hazardous substance register
