Purpose

To develop, implement and maintain a strategy to manage WHSE for the Milbrae Business Group (MBG).


Scope

Employees, contractors and visitors at all MBG operational sites.


Goals

Milbrae WHSE Management Strategy aims to:

  1. Provide safe workplaces for
    • Employees
    • Contractors
    • Visitors
    • Other stakeholders within the community
  2. Ensure worksites
    • Minimise the footprint on the environment
    • Promote environmental sustainability
    • Support the heritage of local communities
  3. Ensure compliance with Legislative and regulatory requirements
  4. Enable managers, employees and contractors to engage independently (understand, access, use) with the Company's safety program.
  5. Promote teamwork and a duty of care for each other; in a way that is
    • Innovative, and
    • Commercially sustainable
  6. Distinguish Milbrae as an employer of choice; and a business partner of choice.

Method

  1. Review Legislative and regulatory requirements

  2. Review Australian Standards of Practice, Mining Guidelines, Codes of Practice

  3. Review Legislative employment requirements

  4. Review of industry trends to determine best practice

  5. Review safety management System against AS/NZS 4801:2001

  6. Design WHSE Management System


Implementation

  1. Document the strategy

  2. Audit the current Safety Management System

  3. Prioritise the development and completion of documentation

  4. Prepare implementation schedule

  5. Develop a communication strategy


Review

The success, relevance and ongoing compliance of the WHSE Management Strategy will be reviewed and revised in response to:

  1. Legislative and regulatory changes

  2. Annual Review against AN/NZS 4801:2001

  3. Annual (Quarterly) assessment of measures

  4. Annual review of staff awareness and feedback


Measures

Benchmarks and measures will include (but not limited to) the following

  • No. of incidents

  • No. of reported near miss or hazards

  • Costs: time, money, insurance

  • KPIs

  • Quarterly report to Mines Department/lost time injuries

  • Workers compensation


Regulatory Requirements

Comply with all relevant statutes, guidelines, Code of Practice, Australian Standards and other legislative requirements in an effort to establishing and maintaining a safe workplace.

Position Role
Directors To ensure the business group has an appropriate (legal and practical) WHS management system deployed to help eliminate the risks to health and safety to all participants at Company worksites
General Manager To ensure the WHS system is working effectively across the business group and appropriate reporting mechanisms are in place to assess the performance of the WHS system
WHS Coordinator To stay abreast of, and advise on contemporary
To assist in the development and implementation of the WHS system
To liaise with external regulatory bodies regarding safe practices
To assist with education and training of staff on WHS
Managers To implement the WHS system and ensure principles are practised in daily operations
Stay abreast of changes to operating risks within the business
Ensure PPE resources are available and used appropriately
Ensure incidents, hazards and risks are responded to appropriately
Team Leaders / Supervisors To ensure compliance and implement the procedures of the WHS system
To respond to workplace hazards according to WHS procedures
To report incidents according to WHS procedures
To lead and instruct employees in safe work methods
Workers To take reasonable care for their own health and safety
To take reasonable care for the health and safety of others
To comply with any reasonable instruction from the Company
To cooperate with any reasonable policies and procedures of the Company
